ODT is the OpenDocument text format, the default in LibreOffice Writer and an ISO standard used by many governments.

OpenDocument Text came from OpenOffice.org and became an ISO standard in 2006. LibreOffice Writer saves ODT by default, and several governments require OpenDocument for public records. Word and Google Docs can open ODT, but layouts often shift slightly, which is why people convert to DOCX or PDF before sharing.
TARGET
Adobe introduced the Portable Document Format in 1993, and it has been an open ISO standard since 2008. A PDF fixes text, fonts, images and vector graphics onto pages, so a document prints and displays exactly as intended on any device. It is the default for sharing, printing, signing and archiving.

Most differences come from fonts and linked content.

Fonts that the server doesn't have are replaced with similar ones. Embed fonts in LibreOffice (File > Properties > Font) to keep them.

Review comments aren't printed in the PDF.

Only embedded pictures are included. Insert linked images into the document first.

Font substitution can change line lengths. Embedding fonts in the ODT avoids this.

Hidden paragraphs and text aren't printed, just as in LibreOffice.

Make sure the ODT opens in LibreOffice. A damaged file fails with a clear message.
