DOC is the legacy binary Microsoft Word document format of Word 97 to 2003. It remains useful for older versions of Word and for document systems and forms that accept only .doc.

Word switched to DOCX with Office 2007. A DOCX is a ZIP of XML files describing text, styles, tables, images, comments and tracked changes, standardized as ISO Office Open XML. It is the default exchange format for editable documents, accepted by Word, Google Docs, Pages, LibreOffice and most online forms.
TARGET
DOC is the binary Word format used from Word 97 until Word 2007 replaced it with DOCX. Old letters, contracts, CVs and archives are still full of .doc files, and some government and legal systems still ask for them. Every Word version opens DOC, but in Compatibility Mode.

Most differences come from fonts and features the target format handles differently.

The document is laid out by LibreOffice, and fonts the server doesn't have are replaced with similar ones. Embed fonts in the original to avoid this.

Open the file, save a copy without a password and upload that copy.

A cut-off or broken upload can't be read. Download or copy the original again.

DOC predates features such as content controls, modern charts and some text effects, so they're simplified or flattened.

Check the portal's size limit. DOC files with pictures can be larger than DOCX.
