M2TS
M2TS is the MPEG-2 transport stream file used on Blu-ray discs (in the BDMV/STREAM folder) and for AVCHD video. It can hold H.264, HEVC, VC-1 or MPEG-2 video with LPCM, Dolby Digital, Dolby TrueHD, DTS or DTS-HD sound and PGS picture subtitles.
MP4
MP4 (MPEG-4 Part 14) is the most widely supported video format. With H.264 video and AAC sound, as made here, it plays on iPhone and Android phones, smart TVs, Windows and Mac, every modern browser, and imports into common video editors.

M2TS is the transport stream format of Blu-ray discs and AVCHD camcorders when copied to a computer. It can carry H.264, HEVC, VC-1 or MPEG-2 video, several Dolby, DTS or LPCM audio tracks and picture-based PGS subtitles. Commercial Blu-ray files are usually protected; camcorder and home-made disc files are not.
TARGET
MPEG-4 Part 14 is the default container for phone recordings, web video and streaming. MP4 with H.264 video and AAC sound plays on iPhone and Android, in every browser, on smart TVs and in Windows and Mac players without extra codecs. It holds text subtitles and chapters, but not picture-based subtitles.

Re-encoding 4K HEVC to 4K H.264 is slow. Long files take a while.

Re-encoded video at high quality can be larger or smaller than the original, depending on how it was compressed.

The file is damaged, protected or not really the format its name says. Copy it again from the source.
