DOC
DOC is the binary Microsoft Word format of Word 97 to 2003, and older Word 95 files use the same extension. Archives, templates and older document systems still hold many .doc files, and Confluence and Jira name their 'Export to Word' files .doc as well.
PDF is a fixed-layout document format designed to preserve page appearance across devices and operating systems. It is widely used for reports, forms, manuals, invoices, and files intended for sharing or printing.
FILE FORMATS

DOC is the binary Word format used from Word 97 until Word 2007 replaced it with DOCX. Old letters, contracts, CVs and archives are still full of .doc files, and some government and legal systems still ask for them. Every Word version opens DOC, but in Compatibility Mode.
TARGET
Adobe introduced the Portable Document Format in 1993, and it has been an open ISO standard since 2008. A PDF fixes text, fonts, images and vector graphics onto pages, so a document prints and displays exactly as intended on any device. It is the default for sharing, printing, signing and archiving.

TROUBLESHOOTING
Most differences come from fonts and features the target format handles differently.

The document is laid out by LibreOffice, and fonts the server doesn't have are replaced with similar ones. Embed fonts in the original to avoid this.

Open the file, save a copy without a password and upload that copy.

A cut-off or broken upload can't be read. Download or copy the original again.

LibreOffice measures text slightly differently from Word, so breaks can move.

Review comments aren't printed.

Pictures only linked to another file are left out. Insert them into the document first.
