AMR is a speech codec from mobile phones, used for voice recordings, call recordings and old MMS voice messages.

Adaptive Multi-Rate was standardized by 3GPP in 1999 for GSM and 3G calls. Narrowband AMR records speech at 8 kHz and 4.75 to 12.2 kbps, so a minute of voice takes under 100 KB. Older Nokia, Samsung and Android voice recorders saved AMR files, and few modern players open them.
TARGET
MPEG-1 Audio Layer III has been the universal music format since the 1990s. It compresses audio by removing sounds the ear is unlikely to hear, so a song takes a few megabytes instead of tens. ID3 tags carry the title, artist and album art, and every phone, browser, car stereo and editor plays it.

TROUBLESHOOTING
AMR is a speech codec, so a few results are expected.

AMR records speech at telephone quality, around 8 kHz. Converting to MP3 keeps it playable but can't add back detail that was never recorded.

AMR is one of the most compact speech formats there is. MP3 is less efficient for speech, so the file grows while the sound stays the same.

Many players won't play 8 kHz MP3, so narrowband recordings are written at 16 kHz. The voice sounds exactly as before.

Phone microphones and AMR compression add noise. A noise-reduction tool in Audacity can clean up the MP3.

A damaged AMR is converted as far as it can be decoded. Copy the file again from the phone or backup if possible.

Check that the file really is AMR. Some apps save 3GP or M4A audio with an .amr name; try the matching converter.
